The Norfolk International Airport is owned and operated by the Norfolk Airport Authority, a political subdivision of the Commonwealth of Virginia. Policies are determined by a nine-member board of commissioners appointed by Norfolk City Council and carried out by the executive director and staff. Airport Authority staff consists of administration, human resources, finance, market development, police, fire, parking, building maintenance, field maintenance, and janitorial for an approximate personnel authorization of 205 employees.
